On the technology platform, CSL partners with Hong Kong firm Golden Dynamic to fine-tune the quality of different videos. "The 3G mobile technology is circuit-switched, so bandwidth is limited to 64kbps per subscriber," he added

This circuit-switched technology has advantages over IP, as the user interface is simpler. Said Seeto: "The handset feels like a TV remote control. The customer simply dials *888 Video Call to access the "TV channels," then presses keys to select the channel number, using # and * to shift up and down through channels."

"The content determines the way we use the fixed bandwidth available from a circuit-switched network," said Seeto. "Action sports require a higher frame rate, but at the expense of resolution."

Another available technology is packet over IP stream, with IMS (IP Multimedia Subsystem) sitting on the control plane controlling the data flow, providing up to 384kbps. "IP can be used for TV on mobile handsets but, although the quality benefits from greater bandwidth, the need to start and stop the streaming operation for each channel provides a poor user interface," said Seeto.

CSL also provides video delivery through a WAP portal. "The customer needs to press buttons to browse the content, then wait for the content to appear, so WAP is more complex," explained Seeto. "But it's satisfactory for surfing the web, and suitable if the user want to watch something specifically."
