DHS is also looking for an increase of $36.3 million to support the agency's IT Infrastructure Transformation Program (ITP). ITP integrates and unifies the IT infrastructures of the 22 agencies that now comprise DHS to provide them with a single secure network. The program is also designed to establish common and reliable e-mail communication; restructure help desks and related services; reduce and restructure the department's data centers; standardize and modernize the desktop workstation and site services environments; and update voice, video and wireless infrastructure.

The Office of Intelligence and Analysis (I&A) and the Operations Directorate, which includes money for the National Intelligence Program, would get an added $45.7 million. The I&A leads the department's intelligence and information gathering and sharing capabilities. The Operations Directorate distributes threat information and coordinates incident management activities.
