According to Sales, the road map is aimed at establishing new policy directions for CICT as the lead government agency for ICT development in the country; providing the private sector with a frame of reference to assist their action planning for the future; and creating wider awareness on ICT.

One of the strategic programs outlined in the road map is e-governance or the use of ICT to promote efficiency and transparency in government. Another program is the sustainable development of human capital through the ICT for Education (ICT4E) initiative and the development of ICT standards. The road map also seeks to ensure universal access to ICT through the Community e-Center (CeC) program, the National Broadband Plan, and initiatives on low-cost computing.

Also included in the ICT blueprint is a strategic business development program to enhance competitiveness in the global ICT market through the Workforce Mobilization Program, the Philippine Cyberservices Corridor, and the marketing of the Philippine brand to the global market.
