Dragon Quest X: Square Enix's Surprising Trailblazer

If I were to guess, I would say that the "full experience" is PR speak for, "The ability to participate in co-op based gameplay and whatever else we have planned for Dragon Quest X." It does not necessarily preclude a complete single-player campaign in the vein of Dragon Quest IX. In fact, given the nature of the Japanese audience these days, I would be really shocked if Dragon Quest X discarded the single-player entirely.

But even if Dragon Quest X ends up being primarily an online experience (I think "MMORPG" might be a bit strong), there's reason to be hopeful. Dragon Quest IX's multiplayer integration was completely great in the way that it utilized the Nintendo DS?'s capability for both passive and active multiplayer. Two friends of mine--a couple, actually--ended up playing through the entire game using the local co-op, and commented that they wouldn't have played it anyway else.

In other words, in terms of the actual multiplayer design, the Dragon Quest team has my full confidence.

The other big piece of news is that there will be a subscription fee of some sort attached to Dragon Quest X. Not surprising, given that Monster Hunter Tri? had a similar fee attached to it... in Japan. When it arrived here in North America, the fee was immediately waived, because not even Capcom is stupid to charge an additional fee for a niche game like Monster Hunter Tri.
