Goebel was formerly the CIO of General Motors North America, where she was responsible for all IT-related activities for the automaker's North American vehicle business. Before that, she served as GM's chief global strategy officer.
Goebel will also be the chairwoman of DHL Express' IT board, a global organization responsible for establishing IT strategic direction at DHL, the company said.

Goebel will report directly to Mullen and will be based at DHL's U.S. corporate headquarters in Plantation, Fla., DHL said.
