The blueprint was based on a study by the CICT, which identified the lack of awareness of ICT benefits, uncertainty where to start implementation, unavailability of funds, and the unwillingness to cut-over, as the main hindrances for many local MSMEs to gain interest in the ICT industry.

To hurdle these obstacles, the proponents of the blueprint are currently lobbying for 'five tiles' or five steps that would hopefully permit the ICT industry to be feasible for MSMEs; awareness, business planning, financing programs, implementation assistance, and production support.

For the awareness-building component to materialize, the CICT will strive to establish databases of MSMEs as well as organize annual coordination summits and Awareness- Building sessions through its partner organizations such as the DTI and chambers of commerce.

A voucher tracking system will also be set up in order to grant MSMEs the privilege to avail 8 hours of free business planning consultation.

CICT envisions to encourage more than 200,000 local MSMEs to engage and actively take part in the program.
