Kintanar, who also acts as an adviser to the Committee on Information and Communication Technology (ICT) in Congress, previously announced a proposal that seeks to award a 'finder's fee' to Filipinos in the U.S. who are able to convince companies to outsource to the Philippines.

Although a government initiative, he said this incentive scheme can be a purely private sector program.

Kintanar said the finder's fee would come from the outsourced service provider. The cash reward would be given to the individual after the outsourcing contract is signed.
