Organizations that can't find local talent can also outsource. "India provides a very elastic supply of Cobol developers," Barnett says, and others can be cross-trained. "Once you have a proficient programmer, training them on Cobol is not an arduous process." It's true that the ranks of legacy programmers are declining, but, says Barnett, "I don't see it as a major concern for the foreseeable future."
