Level 3 says it has won four Networx contracts, including a deal for IP services from the GSA where the amount has not been disclosed.

"GSA does not always get timely or comprehensive input from the agencies, so some of the reporting is not complete," said Level 3 spokesman Skip Thurman.

GSA and the Networx carriers agree that the transition from FTS 2001 to Networx is running 18 months or more behind schedule.

"Two years ago, we thought most of [the transition to Networx] would be done by now," Mohan says. Now he's hoping that "by 2011, when the contract is 4 years old, we'd like to see all of it moved."
