A Database is Born: NADRA in the Early Days

In the interest of integrated information, this tracking system was made available through the CRM system so there was no duplication of data. One clean aggregated data source.

The problem with overseas Pakistanis was that not all of them had access to a NADRA center close to them. "Keeping this in mind, in 2006, we developed an online registration system to issue Online Cards for Overseas Pakistanis. We developed an in-house web-based application which allowed overseas customers to fill an online form and make the requisite payment via credit card.

The card would simply be printed by NADRA and mailed to his address. The entire process made it extremely convenient for every overseas Pakistani to get a computerized card."

Seeing the success that NADRA was having, the Afghan National Registration Program was awarded to Azhar's team by the United Nations. NADRA was to register all Afghanis living in Pakistan. This project was not linked to the NADRA database.

"The key feature of the project," explains Azhar, "was to register the information of Afghan nationals, along with their biometric information for future tracking purposes. One other difference in the system was that the plastic type ID cards were printed on the spot and handed over to the Afghanis after their registrations were complete."
