StandaloneStack is so-named because it takes a stack docklet (credited to Matonga) offered as part of program docks such as and offers the feature on its own. You can use StandaloneStack without having to install a dock program or changing much of your daily routine.

You will have to perform a few manual steps to set it up, starting with creating an initial shortcut and then pointing the app to an existing folder of shortcuts. You can drag-and-drop shortcuts from your desktop or quick launch to another folder, or just point StandaloneStack to your desktop to begin with.

Then drag and drop the StandaloneStack shortcut you created onto your taskbar or desktop and click it. You'll see a fan (or grid if you prefer) display of all the shortcuts in the folder you pointed it at. The display fades away if you click on one of the shortcuts or anything else.
